প্রবাসী কল্যাণ ব্যাংক (পিকেবি) প্রবাসী কর্মীদের জন্য আয়বর্ধক ঋণের সীমা বিদ্যমান ১০ লক্ষ টাকা থেকে ৫০ লক্ষ টাকায় বৃদ্ধি করবে বলে জানিয়েছে সরকারি সূত্র। ঋণগুলো হচ্ছে 'পুনর্বাসন ঋণ' এবং 'বঙ্গবন্ধু অভিবাসী বৃহৎ পরিবার ঋণ'। বিদেশ প্রত্যাগত কর্মীদের জন্য পরিকল্পিত 'পুনর্বাসন ঋণ'-এ সুদের হার পুরুষদের ক্ষেত্রে ৯ শতাংশ এবং নারী ঋণগ্রহীতাদের ক্ষেত্রে ৭ শতাংশ। অভিবাসী শ্রমিক বা তাদের পরিবারের সদস্যদের জন্য পরিকল্পিত 'বঙ্গবন্ধু অভিবাসী বৃহৎ পরিবার ঋণ'-এ সকল ঋণগ্রহীতার জন্য সুদের হার ৯ শতাংশ । কর্মকর্তারা বলেন, বিশেষায়িত ব্যাংক অভিবাসী কর্মী এবং তাদের পরিবারকে আরও আর্থিক সহায়তার জন্য আয়বর্ধক ঋণের সীমা পরিমার্জন করার উদ্যোগ নিয়েছে। ফলে শ্রমিকরা কৃষিকাজ, মুরগির খামার, মৎস্যচাষ, বায়োগ্যাস ও সৌরশক্তি প্রকল্প ইত্যাদির ওপর ভিত্তি করে গড়ে ওঠা কৃষি ও মাঝারী ধরনের কৃষিনির্ভর শিল্পে জীবিকা নির্বাহ শুরু করতে পারবেন। এর আগে ২০১১ সালে বিদেশগামী কর্মীদের অভিবাসন ও বিদেশ ফেরত কর্মীদের পুনর্বাসনের জন্য ঋণ প্রদানের উদ্দেশ্যে ১০০ কোটি টাকা মূলধন নিয়ে ব্যাংকটি প্রতিষ্ঠা করা হয়। পরে, এটি সাধারণ ব্যাংকিং কার্যক্রম পরিচালনার জন্য ২০১৮ সালে তফসিলি ব্যাংক হিসাবে যাত্রা শুরু করে। সাধারণ ব্যাংকিং সেবার অংশ হিসাবে পিকেবি সাধারণ মানুষকে খুব শীঘ্রই ঋণ প্রদান করবে বলে কর্মকর্তারা জানান। এর আগে এটি বাংলাদেশ কৃষি ব্যাংকের বিদেশি নেটওয়ার্ক ব্যবহার করে রেমিট্যান্স ব্যবসাও শুরু করে। এখন পর্যন্ত পিকেবি কোভিড-১৯ এর প্রভাবে ফেরত আসা প্রবাসী কর্মীদের জন্য একটি বিশেষ স্কিমসহ চারটি ঋণ কার্যক্রম চালু করেছে। এটি বিদেশী চাকরিপ্রার্থীদের ৯ শতাংশ সুদে অভিবাসন ঋণ হিসাবে সর্বোচ্চ তিন লক্ষ টাকা প্রদান করে। অভিবাসী শ্রমিকদের জামানতমুক্ত ঋণ হিসাবে ব্যাংকটি তিন লক্ষ টাকা পর্যন্ত সরবরাহ করে। পিকেবির পরিসংখ্যান অনুযায়ী, চলতি অর্থবছরের (২০২০-২১) ২ ফেব্রুয়ারি পর্যন্ত ২,৮৪৮ জন অভিবাসী শ্রমিক এবং বিদেশী চাকুরিপ্রার্থীর মধ্যে প্রায় ৫৬ কোটি টাকার বিভিন্ন ঋণ সরবরাহ করা হয়েছে। বর্তমানে পিকেবি সারাদেশে ৭২ টি শাখার মাধ্যমে এর কার্যক্রম চালাচ্ছে।
